What does Tax Decision Confidence mean?
It reflects completeness and consistency of decision inputs, not a legal guarantee.
Confidence increases when parties, countries, VAT IDs, supply type, goods movement, amounts and rule version align. It decreases with missing, conflicting or inferred data.

A high score does not guarantee authority acceptance. It describes the quality of the machine-auditable decision path.
Actions
Low confidence may trigger a warning, blocker, evidence request or manual approval.
